That within 1,500 feet of the Naval Yard sea- wall (marked 'w' on the plan) no wharf exceeding
50 feet in length will be permitted to be construct- ed until the Naval Authorities have had an opportuni- ty of raising objections on the ground of their proving obstructions to the movement of His Majesty's Ships.

With regard to the statement in paragraph
4 of your Despatch under acknowledgment that the boundary of
any reclamation should be at right angles to the existing
water frontage, I have to enclose for your information copy
of an extract from a minute by the Director of Public Works
on the point, and I may add that I am advised that the Marine
Lot-holders could claim frontage rights even to the Westward
of the modified boundary line now accepted as a compromise by
all the interested parties.

In all the circumstances of the case I am
of opinion that the compromise which has been arrived at is

a fair and reasonable one, and I trust that you will obtain
the consent of the Admiralty and War Office to it.
It is very desirable that the negotiations with the
Marine Lot-holders which have been so long interrupted by the
consideration of this boundary should be again taken up as
soon as possible, and I have therefore to request that as soon
as the Lords Commissioners of the Admiralty and the Secretary
of State for War have signified their acceptance, as I hope
they will, of the line now proposed, you will inform me by
telegraph.
